Planning board approves Last Resort subdivision and grants variance for corner rounding

The Fairbanks North Star Borough Planning Board voted unanimously on April 15 to approve SD011-26 (Last Resort subdivision) to create eight lots from an approximately 35.73-acre parcel and to grant a variance, VR012-26, from Fairbanks North Star Borough code to avoid dedicating right-of-way for a corner rounding.
Staff (David Zicca and other planning staff) presented the preliminary layout: Point Lake Court will be constructed and Raven Lake Street will be upgraded to minor-collector standards for a minimum distance beyond Lot 3, with a remainder tract of about 21.22 acres. Zicca explained that the project includes required road design documentation reviewed by the bureau engineer and that all required road-section information had been submitted.
On the variance, staff concluded that the required public welfare and safety could be preserved without the eastern corner rounding because the existing Chenopomp Road right-of-way is wide and adequate. "Staff does support this variance and believes that this can be developed with welfare and safety in mind of the public," staff said on the record.
Applicant representatives (including Mike Craft and Mike Kraft) described the property's gravel-pit history and prior coordination with DOT; Kraft noted a planned Chena Pump Road repaving this summer that will affect the intersection.
Mr. Levan moved to approve SD011-26 with seven conditions and to adopt findings of fact in support of both the subdivision and the variance; the motion was seconded and passed 8-0 on a roll call vote. Conditions include typical plat notes, construction to minor-collector and Local 1 standards, inspection by borough engineers, a notation of the variance on the final plat, and a pre-construction driveway permit from DOT where work occurs within DOT right-of-way.
The clerk reminded interested parties that the decision may be appealed to the Board of Adjustment within seven days of the decision.
