The Historic Lancaster Commission on July 16, 2025, unanimously approved exterior-alteration applications for two properties on South High Street, including a full siding replacement at 211 S. High St. and a window-and-gutter replacement at 235 S. High St.
The decisions came during the commission's regular meeting at City Hall, where Chair Bryan Everitt called the session to order at 2:00 PM and commissioners voted on routine and old-business items. The approvals followed staff and commissioner review of materials and site circumstances; applicants or their representatives were present to answer questions.
At 211 S. High St. (CA-00542), the applicant described a plan for full siding replacement in Pacific Blue with house wrap, King Span insulation, white vinyl corner posts, replacement of three gable vents, and replacement of damaged wood trim with white trim. The applicant said the work would not make the building more prominent and that existing architectural features on the front and sides would be retained. Commissioner Matt Brady moved to approve the application; Commissioner Joyce Harvey seconded. The motion carried unanimously.
At 235 S. High St. (CA-00545), applicant Chris Utter asked to replace 23 windows with vinyl units (he stated five windows are already vinyl), add an air-conditioning unit in the side yard that would be fenced and not visible from the street, and replace damaged gutters with white k‑style aluminum gutters. Chair Everitt explained that adopting new materials ordinarily requires a showing of economic hardship or unusual circumstances under sections 1327.13 and 1327.14 of the applicable code. He stated he believes the property meets the criteria in section 1327.14(a) — that the property has little or no historical or architectural significance — and (b) — that the property cannot be reasonably maintained consistent with the architectural standards and guidelines. Commissioner Debi Stemble moved to approve the application as submitted; Commissioner Matt Brady seconded. The motion passed unanimously.
Earlier in the meeting Commissioner Matt Brady moved to approve minutes from the June 18, 2025 regular meeting and the July 2, 2025 special meeting; Commissioner Debi Stemble seconded and that motion also carried unanimously. The commission announced its next regular meeting is scheduled for 2:00 PM on August 20, 2025. Chair Everitt adjourned the meeting at 2:33 PM.
