Natural resources outlines land-management work and timing for West Chydenika sales

The Natural Resources division presented an overview of land-management work and a status update on planned land sales, telling the assembly that roughly 14,000 acres remain to be surveyed and transferred from the state under a cooperative easement arrangement unique to the borough.

Division manager Daniel Welch said staff have shifted from an emphasis on revenue generation to a mix of service and select revenue projects and that the West Chydenika (recorded as "West Chineka/West Hanukkah" in presentation materials) parcel is at appraisal and expected to proceed to sale. "We're at appraisal state. We get it appraised and then we're able to take it to sale," he told the committee, adding that the borough plans a tiered sale process (Alaska-resident lottery, wider market, then over-the-counter sales for remaining lots).

Members sought clarification about the $150,000 figure appearing in the budget for the West Chydenika line; staff said the figure is an estimate that aggregates likely sale scenarios and that much of the cash may not be reflected until closings are complete. Staff explained that closings near the end of the fiscal year can push realized revenue into the next fiscal year ctuals rather than the current budget.

Welch also described contract- and staffing-funded positions that accelerated discussions with the state (negotiating road-access concessions, updating survey standards) and said two project-funded land technician roles will expire when their work completes in the next budget cycle.
