Borough approves Evergreen Estates lot-line realignment with conditions

The Fairbanks North Star Borough presiding chair approved a quick-plat request on April 2 to realign the common lot line between Lots 3 and 4 in Evergreen Estates, creating two lots of 42,580 square feet each and correcting a setback violation.
Zach Lee, staff contact for the community planning department, recommended approval after presenting a 2023 aerial image and explaining that the proposal qualifies as a quick plat because it moves or eliminates lot lines without increasing the number of lots beyond four. "With those conditions and the 3 findings of fact, staff recommends approval of this subdivision and that concludes my staff report," Lee said.
The staff report noted the lot has frontage on Summit Drive but direct lot access to that major collector is prohibited under 17.56.010(f). Lee said the proposed lot-line adjustment corrects an existing setback violation created by a shed. The applicant, Bill Kinne, representing the property owner, said the property has already changed hands and the filing addresses the after-the-fact setback issue: "Nothing to add, this one's pretty straightforward," Kinne said.
The chair adopted the staff report and findings and approved the request with four conditions. The chair specified that a final plat must be prepared by a registered land surveyor and submitted to the community planning department within 24 months or preliminary approval will become void. The decision was announced as appealable in writing to the borough clerk's office within 10 working days; appeal forms are available from the clerk.
No members of the public signed up to testify on the item. The hearing concluded and the meeting was adjourned at 10:07 a.m.
What happens next: The applicant must submit a final plat prepared by a registered land surveyor within 24 months and may face an appeal if a party files within the 10-working-day window stated by the clerk.
