The appointments were made at the start of the board's training and orientation session; the board then proceeded to a training by the board attorney and a detailed review of borough hearing procedures. The clerk and staff emphasized the importance of building a clear record before votes and the role of alternates in preserving quorums when conflicts of interest arise.
