Technical services director explained the geotechnical work included more than 30 borings but that an 800‑foot gap between borings missed the landfill material encountered during construction. Project costs will be covered largely by revenue‑sharing from Live Nation, with some project reserves covering additional expenses.
Commissioners asked about the project’s timeline and service life and raised competing regional priorities, noting that the county’s East Mountains roads have acute needs and that the $500,000 change order roughly equals the earmark for that region’s road work. Public Works staff said the work should provide a reasonable service life and that the parking/additions will also serve adjacent recreational facilities.
After discussion, the commission approved the change order by roll call, 3–2.
