Commissioners pressed staff on why the budget changed after adoption and on efforts to reduce reliance on costly travel nurses. County leadership said the parties have agreed to commission a third‑party staffing study to determine appropriate staffing levels and to explore ways to lower travel‑nurse usage; staff expects that study by late fall (October–November timeframe). The commission introduced the resolution for final City action and approved introduction to move forward.
