Assembly committee advances scoping for interior field house, delays Lions Rec Area funding (pickleball project)

The finance committee approved two capital-program adjustments April 18: it advanced scoping for an interior field house from FY2028 to FY2027 and added $200,000 from the KIPP maintenance reserve for that work, and it removed $275,000 in scoping/design funding for the Fairbanks Lions Recreation Area from the current budget year to the beyond-years so pickleball-specific work can be funded by a separate ordinance.
Assemblymember Roach, who moved the field-house scoping amendment, said updated estimates indicated the project could be far less expensive than previously reported $66 million figures and emphasized the need to scope energy usage and potential partnerships. Mayor Hopkins and other members said scoping is the appropriate first step and that the administration should pursue cost-lowering partnerships and provide better estimates before the assembly commits to construction.
Assemblymember Kelly said the Lions Rec Area's pickleball work should be separated from broader park projects and deferred to beyond-years for a stand-alone funding ordinance. The committee voted to move those funds out of FY2027 and both amendments passed.
