Commission recommends approval for indoor cannabis microbusiness in Little Falls Township with conditions

On April 28 the Morrison County Planning Commission voted unanimously to recommend approval of Dodin Investments LLC’s interim use permit to operate an indoor cannabis microbusiness (cultivation and product manufacture) in Little Falls Township, subject to conditions identified during the hearing.
County staff entered Sections 608.7 and 1232.1 of the Morrison County Land Use Control Ordinance, aerial photos, a site plan and a building rendering into the record. Applicants Ray Dodin and Cole Zupko explained that the facility would be fully indoor, use sealed concrete floors, have holding tanks for floor drains, and operate under MPCA and state rules for waste and licensing. Zupko said weekly paperwork will be filed with the State and that both staff and a security company would monitor cameras.
Commissioners asked about ventilation, odor control, hazardous and compostable waste, parking capacity for 10–15 employees, truck traffic and energy use. Zupko said odor would be controlled by a dedicated ventilation system, hazardous waste would be handled by a licensed hauler, there would be minimal composting in containers ("maybe a couple of hundred gallons"), and truck deliveries would be limited (one to two trucks three times per week). He also said he might purchase adjacent property for parking and that he planned to install a fence once the building was ready.
Chuck Parins, speaking on behalf of Little Falls Township, told commissioners the township supported the application and said the parcel is commercial land in need of cleanup. Commissioners discussed and added conditions including fencing, adherence to MPCA/state requirements, and building inspections by the county. Commissioner Clint Kathrein moved to recommend approval with conditions; the motion was seconded by John Kunelius and passed with all in favor. The planning commission’s recommendation will be forwarded to the Morrison County Board on May 5, 2026.
The record indicates 45 notices were mailed to neighboring property owners and that no written comments were received prior to the hearing.
