The Rock County Board of Supervisors approved a ratification of a declared local state of emergency and immediately moved into a closed executive session to deliberate collective-bargaining parameters for 2026 contracts.
Supervisor Schwartz identified typographical and section-numbering errors in the draft emergency-ratification text and moved an amendment to correct those errors; the amendment was seconded by Supervisor Tillman and approved by voice vote. After adopting the corrections, the board voted by roll call to ratify item 11c, with the clerk recording 27 yes, 0 no, 2 absent.
Following that vote, the board considered an executive-session motion under Wis. Stat. section 19.85(1)(e) to deliberate bargaining parameters for 2026 negotiated collective-bargaining agreements. Supervisor Bostic moved to enter the closed session, seconded by Supervisor Schneider; the roll call again recorded 27 yes, 0 no, 2 absent. The board cleared the room to prepare for the executive session.
Why it matters: The ratification preserves and confirms the board’s declared emergency status and its legal posture while the administration responds to storm-related and other issues. Entering executive session under Wis. Stat. sec. 19.85(1)(e) allows supervisors to discuss bargaining strategy in private as permitted by state law.
What’s next: The board prepared to deliberate bargaining parameters in closed session; no further public board action on bargaining was taken in open session at this meeting.
