Commission denies temporary permit for five RVs at Lehi Glass property

The Kane County Planning and Zoning Commission voted May 13 to recommend denying a temporary‑use permit that would have allowed up to five RVs on a residential half‑lot owned by Glenn Glass in Vermillion Cliffs, citing unpermitted site work and neighborhood disturbance reports.

Staff told the commission a revised staff report documented three power pedestals installed on the lot (where only two are allowed) and that the health department had no record of a septic permit for the additional hookups. Staff also reported dispatch records showing two calls to the sheriff’s office tied to the property (one for underage driving and one for an unauthorized burn during burn season).

The applicant, Jen Glass, told commissioners the planned event was a private family gathering for her husband’s 50th birthday and that they had obtained a county‑approved, contained fire pit. She said visiting families would arrive Thursday and leave Monday.

Several commissioners pressed whether the property has hosted multiple similar events. Commissioner Mason Haycock, who identified himself as a 29‑year law enforcement veteran, said multiple independent complaints and the presence of a third electrical pedestal could indicate intent to host more than the two RVs permitted and may warrant a zone change if events continue. “We don’t file charges based on what one person says versus what the other person says,” Haycock said, arguing corroborating reports carry evidentiary weight.

A commissioner moved to recommend denial of the temporary‑use permit for Lot 6‑145 for the Memorial Day weekend (May 25–28, 2026) based on the staff findings; the motion was seconded and carried by voice vote.

Staff said the required remediation includes removing or properly permitting the extra pedestal and resolving septic permitting issues if future temporary uses are sought.
