Joel Begay, the county administrative officer, presented a resolution at the May 12 public hearing to transfer up to 10 percent of monies from the county’s mental health and health realignment funds and an additional allowable 10 percent transfer from health realignment to the social services account for fiscal year 2026–27.
Begay said the first transfer amounts to approximately $962,000 and the second transfer to approximately $579,000; staff characterized both numbers as approximate because the actual transfer amounts must reflect final receipts for the fiscal year. The presentation said local IHSS costs have increased over five years by roughly $1.8 million while social services realignment revenue grew by about $955,000, producing a local shortfall the transfers are intended to partially offset.
The board opened the public hearing, received no public comment, and approved the resolution by roll call (4–0). If approved, the resolution will be submitted to the State Controller’s Office as required by welfare and institutions code.
