Jackson County approves CAFFA grant application and a package of contracts and agreements

On April 22 the Jackson County Board of Commissioners unanimously approved an application to the Oregon Department of Revenue for a CAFFA grant expected to reimburse about 11% (roughly $810,268) of the county's assessment and taxation costs for fiscal 2026–27; the board also approved several contracts and agreements including road maintenance, a parking license with Medford, and an ODOT emergency-relief agreement.
Jackson County commissioners on April 22 approved an application to the Oregon Department of Revenue for a County Assessment Function Funding Assistance (CAFFA) grant that the county expects to reimburse about 11% of assessment and taxation costs for fiscal year 2026–27, an amount the county projects at roughly $810,268.
County Administrator Danny Jordan told the board the CAFFA program helps counties comply with Oregon Revised Statutes related to property taxation and funds eligible functions such as assessment administration, Property Value Appeals Board support, valuation and appeals, tax collection and distribution, cartography, and assessment data processing. Mr. Jordan said the county projects related costs of $7,366,069 for 2026–27 and that the application will be used to determine Jackson County’s share of statewide CAFFA funds. He also said the county must appropriate budgeted dollars based on 100% of the expenditures certified in the application, and that failure to appropriate 100% would make the county ineligible for the grant for the affected quarter.
The board approved Order No. 96-26 by motion (Commissioner Colleen Roberts moved; Commissioner Randy Sparacino seconded) with Commissioners Roberts, Sparacino and Chair Rick Dyer voting aye.
The board also approved a group of other orders with little discussion. Mr. Jordan said the County will enter a Memorandum of Understanding with Cal Poly Corporation (dba Cal Poly Partners) to refer eligible families to the Pathways to Health Project to evaluate a “Food is Medicine” approach aimed at preventing gestational diabetes from progressing to type 2 diabetes; that action was approved as Order No. 97-26 (motion: Commissioner Sparacino; second: Commissioner Roberts).
Under Order No. 98-26 the County approved a parking license agreement with the City of Medford for 20 parking spaces at the Health and Human Services parking garage at 140 South Holly Street, down from 25 spaces under the prior arrangement (motion: Commissioner Roberts; second: Commissioner Sparacino).
The board approved an End User License Agreement with Construction Contractor Services, LLC to allow the Roads and Parks Department to use the Contractor Foreman application for project tracking and documentation (Order No. 99-26; motion: Commissioner Sparacino; second: Commissioner Roberts).
For road maintenance, the board awarded a Jackson County public improvement contract to MC Carlton Contracting, Inc., to perform crack sealing on portions of Antelope Road, Avenue A, Division Road, Avenue C, Hale Way, Lakeview Drive and Wilson Way. Invitations to bid were published in February 2026; six bids were received and MC Carlton submitted the lowest qualified bid (Order No. 100-26; motion: Commissioner Colleen Roberts; second: Commissioner Randy Sparacino).
Finally, the board approved Agreement No. 73000-00058405 with the State of Oregon Department of Transportation under which FHWA Emergency Relief Program funds will be used to repair sunken grades on sections of Tiller Trail Highway affected by three landslides; ODOT will complete the work on behalf of the county (Order No. 101-26; motion: Commissioner Sparacino; second: Commissioner Roberts).
All motions recorded in the minutes passed with Commissioners Roberts, Sparacino and Dyer voting aye. With no further business, Chair Dyer adjourned the meeting at 9:42 a.m.
