Council approves nondisclosure agreement with U.S. Chemical Safety Board regarding local biofuels incident

The Fremont City Council approved Resolution 2026-098 authorizing the mayor to execute a nondisclosure agreement with the U.S. Chemical Safety and Hazard Investigation Board (CSB) after a short presentation by City Attorney Travis J. Cott.
Cott said the CSB requested the NDA to handle confidential business and security information arising from the Orion/Horizon Biofuels incident investigation. He indicated legal counsel recommended entering the agreement and suggested the council could go into executive session if members had detailed questions about confidential matters.
Following a request for public comment (none), Councilman Peterson moved to approve the resolution and Councilman Johnson seconded; the motion carried 8–0. The NDA permits the city and the CSB to exchange and protect sensitive information necessary to the investigation.
