DRB continues Temple Hills Drive application after staff flags incomplete plans; applicant agrees to waiver

The Laguna Beach Design Review Board on May 14 continued design review 2025‑1619 for 1199 Temple Hills Drive because staff found multiple omissions and inconsistencies in the submittal, including staking errors, an outdated topographic map lacking boundary/survey verification, unclear landscape legends and a missing lighting plot.
Board members who visited the site raised concerns about staking accuracy and the absence of a boundary survey; one member recommended a property line survey be provided to remove any dispute. Staff and board members asked the applicant to resubmit corrected plans and documentation so the board can evaluate the submission fully rather than offering substantive design direction at this hearing.
Because of state housing hearing rules and the city's two‑hearing guidance, the board discussed whether the May 14 meeting should count as a substantive hearing. The applicant agreed to waive the five‑hearing rule to allow the continuance and the board recorded that this session would not count as a substantive hearing given the applicant’s agreement and the hearing’s limited scope to identify incompleteness.
The board continued the matter to August 13, 2026 and asked staff to receive revised materials no later than June 24 to allow time for review. The motion to continue passed 5–0.
