Lancaster parks board authorizes superintendent to pursue $44,147 engineering agreement for Bowers Park

Chair Charles Elsea called the Lancaster Board of Park Commissioners to order on Nov. 5, and the board authorized the superintendent to enter into an agreement with 2LMN, Inc. to complete plan updates and bidding for Bowers Park.
The board’s action followed a presentation from Superintendent Steve Gayfield, who summarized the proposal and the remaining work needed to complete the four-ballfield park. Board member Bob Lovell moved to authorize the superintendent to enter the agreement with 2LMN pending contract approval by the Law Director’s Office; Board member Kari James seconded and the motion passed unanimously.
The draft agreement and attached materials in the meeting packet set a not-to-exceed lump-sum compensation of $44,147.00 for the project, split as $33,947.00 for 2LMN services and $10,200.00 for Verdantas LLC subconsultant services. An if-authorized lighting add-on of $1,726.00 would raise the total to $45,873.00. The scope listed in the proposal includes plan updates, a survey, cost estimating, permitting (the current NOI Permit #4GC08026 is noted to expire 4/22/28), and bidding support; several items such as construction administration, construction inspections and landscape design are explicitly excluded and would require separate proposals.
According to the packet language the City expects to proceed with the existing plan set approved by Fairfield County in 2021 and to bid the remaining work in spring 2026; the agreement also outlines fee schedules, meeting allowances and terms for additional services. The authorization given by the board allows Superintendent Gayfield to finalize the agreement subject to review and approval by the Law Director’s Office.
The board did not vote on final contract execution at the meeting; next steps are completion of law-office review and returning any executed contract to the files. The board’s next regular meeting is scheduled for Dec. 3, 2025 at noon on the second floor of City Hall.
