Lancaster Park Commissioners approve minutes, ratify expenses and transfer Lanreco Park to city engineering

The Lancaster Board of Park Commissioners on April 2 approved several routine and land-related measures, including a transfer of Lanreco Park property to the City of Lancaster Department of Engineering and two fee-in-lieu actions for proposed developments.
Chair Charles Elsea called the meeting to order at 12:00 p.m. and the board first approved the March meeting minutes and special meeting minutes after motions from Commissioner Kari James and second from Commissioner Bob Lovell; both motions passed unanimously. Superintendent Steve Gayfield then presented the Parks Department Expense and Revenue Report. After discussion Commissioner Bob Lovell moved to approve and ratify payment of Parks Department expenses; Commissioner James seconded and the motion passed unanimously.
On a request tied to a bridge replacement on 6th Avenue, Commissioner Lovell moved to transfer the identified Lanreco Park property to the City of Lancaster Department of Engineering; Commissioner James seconded and the board approved the transfer unanimously. Assistant Law Director Mitch Harden advised that Superintendent Gayfield should present the transfer to City Council for final legislation.
Mr. Thomas, representing Metro Development LLC, presented a proposal for the Victory Commons development and asked the board to accept a fee in lieu of land dedication. Commissioner James moved to accept the fee in lieu, Commissioner Lovell seconded, and the motion passed unanimously.
For a Fairfield County ADAMH proposal, Chair Elsea stated he would recuse himself because of a potential conflict of interest. Ms. Fields, representing ADAMH, presented the request to waive the fee in lieu and to waive land dedication. Commissioner James moved to waive the fee and dedication and Commissioner Lovell seconded; Chair Elsea abstained from the vote and the motion passed.
The board concluded formal business with a motion to adjourn that passed unanimously.
What happens next: Assistant Law Director Mitch Harden’s guidance means the Lanreco Park transfer requires final City Council legislation; Superintendent Gayfield was directed to carry that matter forward.
