Parks board approves limited alcohol service for Bottoms Up event amid member reservations

The Lancaster Board of Park Commissioners voted Feb. 5 to allow Gay Fad Studios to serve alcohol at its Bottoms Up event under a formal agreement with Parks staff.
Dave Annecy, representing Gay Fad Studios, presented a revised plan addressing earlier concerns and said the group remains interested in the location. Superintendent Steve Gayfield told the board staff had reviewed options and would proceed with safeguards. Mayor Don McDaniel and City Council member Larry Ailes said they supported the event with proper precautions.
Board members discussed safeguards to limit alcohol availability. "I have extreme reservations, but thought it was a great event and would be OK to see how it goes for one year," said Board member Kari James. Bob Lovell said he "felt the event was well run last year and felt comfortable with the event." Charles Elsea expressed concern about where the board would draw the line on future requests and asked that naming-rights policy be added to a future agenda.
Gayfield said Rise Up Art Alliance will provide safe-serve training and receive proceeds from alcohol sales. The board directed staff to use ticketed alcohol sales and other controls discussed during the meeting. Bob Lovell moved that Lancaster Parks enter into an agreement with Gay Fad Studios for the Bottoms Up event and to serve alcohol; Kari James seconded and the motion carried.
The board did not set a multi-year policy at the meeting; members asked staff to return with clearer boundaries and naming-rights language at the next meeting.
