Board updates park rules to restrict smoking at special events; plans time-capsule ceremony at Zane Square bandstand

The Lancaster Board of Park Commissioners unanimously approved updates to Park Regulations March 4 that restrict tobacco smoking and vaping at Park-Sponsored Events and clarify the definition of “special park events.”

Assistant Superintendent Jen Shamblin said the Parks Department and the Law Director’s office had drafted language to restrict smoking and vaping during Park-Sponsored Events in response to community feedback and to clarify what constitutes a "special park event." The Board voted to accept the proposed changes.

Shamblin also reported contact from Michael Johnson of the Fairfield Heritage Association and Larry Smith, who helped construct the Zane Square bandstand in 1976, about a time capsule placed under the bandstand on July 4, 1976. The Parks Department plans a ceremony following the Fourth of July parade to open the capsule and reseal it until 2076; staff indicated they may work with the Friends of the Parks and seek donations to cover the cost of replacing the gazebo’s dedication plaque.
