The Lancaster Board of Park Commissioners met Feb. 4 and approved amended January minutes, ratified the department’s expense payments and authorized staff to pursue a replacement work truck. The board also granted permission for staff to work with a resident to add a Merchant Marine monument at Veterans Park.
Superintendent Steve Gayfield presented the Parks Department expense and revenue report and a year‑end review. After discussion, Commissioner Kristina Crites moved to approve and ratify payment of department expenses; the motion, seconded by Commissioner Bob Lovell, passed unanimously.
The board approved amended January meeting minutes after Commissioners noted that Carla Young should be added to the attendance list. Commissioner Bob Lovell moved to approve the amended minutes and Commissioner Kristina Crites seconded; the motion passed unanimously.
On new business Gayfield said the department had budgeted $100,000 to replace a trash truck and to outfit it with a dump bed and plow and that staff expects the final cost will be below budget. Commissioners voted unanimously to authorize the Superintendent to procure a new work truck chassis through price proposal, cooperative purchasing or a bid process; the board recorded that if the proposed price exceeds $79,568 staff will present the purchase to City Council for further approval.
The board also granted permission for Superintendent Gayfield to work with resident Susie Bloom, who told staff she has raised funds for a Merchant Marine monument at Veterans Park and had previously discussed the idea with a former superintendent. The board’s motion to permit staff to work with Ms. Bloom was moved by Mr. Lovell, seconded by Ms. Crites and passed unanimously. Exhibit A attached to the meeting packet includes a Danison Monumental Works order (Order Number 204357) listing production details, a 6–8 month production timeframe and 50%/50% payment terms; the contract document lists the buyer as "Susan Bloom," which differs from the meeting transcript reference to "Ms. Susie Bloom."
The board adjourned at the conclusion of the meeting. The Parks Department and Mr. Gayfield will proceed with procurement steps and monument coordination; if the truck price exceeds the $79,568 threshold, staff will present the purchase to City Council for additional approval.
