Hoke County Schools proposes parent-student agreement, up to $65 fee to curb driver's-ed no-shows

Hoke County Schools staff presented proposed changes to the district's driver's education enrollment process aimed at reducing no-shows and keeping classes at the program capacity of 35 students.

At the board meeting, the presenter (Dr. Hunt) described a new parent-student enrollment agreement the district would implement beginning July 1, 2026, and a policy to impose a fee of up to $65 for students who register but fail to complete the class. Dr. Hunt said the change would make enrollment a commitment rather than a placeholder and help maximize instructional slots, noting the district previously averaged roughly 15 students per class in the fall but saw increases after policy refinements earlier this year (January: 33 students; March: 28; an average of about 30.5 during those months).

Board members asked about fairness and access. The chair noted the district still intends to prioritize seniors and full-time Hoke County students; as the chair put it, that “does not mean that they cannot get in” and that high-school staff would move eligible seniors to the front of the registration queue when notified. A board member asked how the $65 fee would be determined; the presenter said N.C. DPI sets a $65 maximum that districts may charge for noncompletion.

District officials said collected fees would be used for program support items not covered by the current state allotment, such as additional storage, software, or security technology for the driver-education program. The proposal was presented as an informational item and will be scheduled for future board consideration and potential formal adoption.

Next step: the board heard the proposal and asked clarifying questions; no formal vote on the fee/agreement was recorded at the meeting.
