Trumbull County commissioners approve routine agenda, contract awards and appointments

The Board of Trumbull County Commissioners met on May 13 and approved a series of routine consent items and procurement actions, including multiple appointments to the local corrections board and several construction and service contracts.
The board dispensed with reading minutes from the April 28 workshop and April 29 regular meeting and accepted the video recordings of both meetings as the official minutes. Commissioners also approved transfers, additional appropriations, decreases of appropriations and other standard financial housekeeping motions by voice vote.
Key approvals included: awarding a $395,750 contract to Murphy Contracting Company for the Trumbull County Emergency Management Agency relocation and renovation project and authorizing Tony Bernard, president of the Board of Trumbull County Commissioners, to execute contract documents; a $3,000 professional engineering services agreement with PreTech Group to perform load ratings for three bridges; an award to Shelley and Sands Inc. for the North River Road project for $735,080.65; and approval of change orders for the TRU 2025 guardrail upgrade project with Lake Erie Construction Co., which revised the contract total to $319,641 after adjustments.
The board also approved a dispatch services agreement with the City of Warren that designates the county 9-1-1 center to serve the city for a total annual payment of $631,839.56, payable in quarterly installments of $157,959.89, effective Jan. 1, 2026, through Dec. 31, 2026.
Personnel actions recorded included hiring Benjamin Wilson as a water laborer for the Trumbull County Sanitary Engineers effective May 14, 2026, and approving two hires for the Department of Job and Family Services, Amy King and Leticia Fortson, to begin June 1, 2026.
All motions on these items were made, seconded and approved by voice vote during the meeting. The board adjourned after public comment and a brief discussion on historic-preservation concerns was scheduled for follow-up.
