Planning staff (Miss Johnson) described the proposal to use a storage-container building with a covered outdoor area screened from public view for some processing steps, refrigerated indoor storage for processed meat, sealed polybins for solid waste sent regularly to the landfill, and an on-site wastewater treatment system approved by the Alaska Department of Environmental Conservation. Staff recommended approval with conditions requiring compliance with local, state and federal laws, screening of operations, containment of odors and noise, and issuance of a zoning permit within one year.
Commissioners debated briefly; one member asked light‑heartedly whether the operator would accept roadkill, then moved the resolution to approve with detailed conditions. The roll call recorded unanimous support on the motion to adopt resolution 4562.
The approval requires the applicant to abide by Ketchikan Gateway Borough code, City of Ketchikan building requirements, Alaska DEC regulations and Fire and Life Safety codes; operations must be screened, wastewater discharged into the approved on-site system, solid waste contained and delivered to the public landfill, and a zoning permit obtained within one year of approval. The planning department will monitor the file for zoning-permit submission and any code compliance issues.
