Williamsport council approves multiple contracts, grants and amendments; amends brick‑streets ordinance

At its May meeting, the Williamsport City Council approved a series of resolutions and contracts covering parks, planning, housing and event agreements.
Contracts and grants: Council awarded the Shaw Park Pump Track Phase 1 construction contract to Artisan Concrete/Artisan Skateparks for $650,000. Funding sources cited in the presentation included a DCNR grant, county ARPA funds and an Act 13 match. Council also approved a professional services agreement with CITICOG not to exceed $136,500 and accepted a $356,458 federal Safe Streets for All grant planning award to Kittleson Associates (teaming with Michael Baker) to complete an approximately 6–12 month planning process.
Housing and HUD filings: Staff presented the FY2026 annual action plan for CDBG and HOME programs — identifying street reconstruction, pedestrian safety improvements, funding for Sojourner Truth Ministries and a single‑family acquisition/rehab program with STEP — and asked council to approve the submission to HUD. Council approved the resolution and related professional services contract.
Brick streets ordinance amended: Council considered an ordinance to remove selected brick streets from a preservation list. Staff noted a complete brick reconstruction of one segment would cost roughly $400,000 versus an asphalt overlay at about $70,000; council discussed ADA/accessibility concerns near Jackson Elementary and local historic values. Council voted to amend the proposed removal by taking the Bieber/Oliver/West 4th intersection off the removal list (amendment passed 5–2) and later passed the ordinance motion 7–0.
Major League Baseball and events: Council approved a contribution agreement with the Williamsport/Lycoming Chamber of Commerce to help cover public safety costs related to the Major League Baseball Classic and approved a two‑year lease agreement with Major League Baseball; both measures passed unanimously.
Recognition and other items: Council appointed Sean Reeves to the Veterans Memorial Park commission and presented a meritorious unit citation to Fire Department Platoon D for its response to a September 15, 2025 structure fire at 932 Ray Street, naming crew members Kyle Bauer, Matt Swartz, Brock Rupert, Cam Arthur, Lieutenant John Hunsinger, Platoon Chief Greg Delaney and Chief Tracy Herr. Several administrative filings and HARB recommendations were also accepted.
