Committee reviews ARPA final report, approves opioid settlement closeouts and HSC fiscal memo; budget calendar outlined

Finance Director Smigielski told the Executive Committee on May 6 that the county’s final ARPA report has been submitted to the U.S. Treasury and lists $6,913,911 in ARPA receipts and all associated projects.
Smigielski also presented the Opioid monthly tracking report and the 2025 annual report, which he said is required by state statute. He explained the monthly tracking shows beginning balances, disbursements and project breakdowns by authorized categories and noted that interest income should remain in the settlement account. The committee voted unanimously to approve a resolution closing out certain projects funded by Opioid Settlement Funds and to forward that resolution to the County Board as a consent agenda item.
Smigielski reviewed a Memorandum of Understanding among three counties regarding residual funds from the Human Service Center, explaining the county retains an escrow balance of $250,000 and that funds in excess will be disbursed to the partner counties; he noted Diversified Benefits is the third‑party administrator for the HSC Health Reimbursement account and the committee asked for biannual reconciliations going forward. Smigielski also outlined the 2027 budget schedule and deadlines, noting an official hearing on Nov. 10 and the Wisconsin Department of Revenue deadline of Nov. 16.
During public comment, Krystal Westfahl, president and CEO of the Minocqua Visitors Bureau, asked the committee for feedback on public safety planning for the Minocqua July 4 parade to protect citizens.
The committee took the opioid close‑out resolution as a consent agenda item recommendation to the County Board; no dollar amounts for the closeouts were specified in the committee discussion.
