Round Rock council approves routine consent items, utility reviews and several engineering contracts

Consent agenda: The council approved minutes from the March 26, 2026 meeting and authorized continuing participation in federal equitable sharing of asset forfeiture funds and a contract with Sunbelt Rentals for equipment and tool rental services. The consent motion was moved by Councilmember Flores and seconded by Councilmember Ortega and passed on a recorded roll call.
Utility rate review (H2): City staff reported that Atmos Energy Mid‑Texas filed a Gas Reliability Infrastructure Program (GRIP) application proposing increases to base customer charges (staff cited proposed increases to residential, commercial and industrial base charges and estimated systemwide revenue effects). The council voted to suspend the proposed effective date for 45 days so staff can review the application and verify calculations.
Emergency partnerships and plans (H3–H5): Council authorized a consolidated memorandum of understanding with the Texas Division of Emergency Management for mutual aid deployments, adopted the City of Round Rock Emergency Operations Plan for 2026–2031, and approved a 10‑year interlocal agreement with the City of Austin to enable a limited emergency water interconnect at a specified vault near State Highway 45. Staff said the Austin interconnect will be used only in emergencies, will be controlled by Austin under the agreement, and carries a daily rate plus volumetric charges when used.
Capital and engineering contracts (H6–H10) and eminent domain (H11): Council approved multiple engineering contracts and service‑area adjustments including transfer of certificate of convenience and necessity (CCN) areas and preliminary engineering for a regional interceptor capacity improvement (multi‑city project). Council also authorized use of eminent domain to acquire 0.056 acres for the Gattis School Road Segments 4 and 5 project; staff described the acquisition as procedural and recommended approval at a stated agreed price.
All resolutions presented on the agenda were approved by roll call votes as recorded on the transcript. Where staff provided cost estimates or contract amounts, those figures were presented during the staff report.
