Senate Finance Committee advances four bills to rules or referral; two substitutes adopted

At its May 12 meeting the Senate Finance Committee moved House Bills 27 and 262 to the rules committee and adopted committee substitutes for HB 36 and HB 133; staff explained policy and technical edits and no objections were recorded in committee.
The Senate Finance Committee on May 12 took action on four bills and moved them forward without recorded objections. Committee members advanced House Bill 27 (medical emergencies) and House Bill 262 (adjusting the number of superior court judges) to the rules committee and adopted committee substitutes for House Bill 36 (psychiatric treatment for foster children) and House Bill 133 (payment of contracts).
Senator Stedman moved HB 27, version N, from committee with attached fiscal notes and individual recommendations; Senator Hoffman asked for objections and, seeing none, the measure "moves on to the rules committee." Similarly, Senator Stedman moved House Bill 262 (version A) with the attached court fiscal note and recommendations; no objections were recorded and the bill advanced to rules.
On HB 36 staff described substantive edits in the committee substitute, including removal of references to consent for minors aged 16 and older, deletion of a "not more than 4" regulatory limit in section 15, and shifting effective dates from July 1, 2026, to July 1, 2028. "The sponsor introduced this topic separately," Liz Harpold said, adding the consent language "still needs some work," which prompted the sponsor to pull that language from the substitute.
For HB 133, Harpold explained that the committee substitute exempts a division within the Department of Military and Veterans Affairs responsible for Homeland Security and Emergency Management from the bill's provisions, gives that division additional flexibility in responding to incidents, and removes language identified as potentially unenforceable or legally vulnerable. The CS for HB 133 was adopted and moved to the rules committee with attached fiscal notes and recommendations.
All four items advanced by voice or by unanimous "no objection" during the session; the transcript shows no roll-call votes. The committee adjourned at the close of the meeting and scheduled its next meeting for 9 a.m. the following morning.
