Councilmembers asked whether the four‑year reimbursement was standard and whether it would be computed at current tax rates. Corbett said state statute allows reimbursing two to eight years and that the payment amount in the agreement represents the township’s negotiated four years calculated at the current tax base; the council discussed options for lump‑sum payment versus annual payments. City counsel and staff said a lump‑sum reimbursement at the time the annexation is ordered is contemplated in the draft agreement.
Council approved the joint resolution by roll call (6–0). Staff will finalize paperwork and coordinate payment per the parties’ negotiated agreement.
