Commissioners defeat $2.5M cap motion for arena upgrade, order roof-only study

The Board considered a tabling motion carried forward from March to add a roof and concrete apron to the existing county arena, with the county's contribution capped at $2.5 million. Chairman Rob Grant read the motion and framed it as a compromise intended to provide covered space for youth rodeo and equestrian activities while limiting taxpayer exposure.
The motion that had been seconded would have capped the county portion at $2.5 million, with $1.5 million proposed to come from SPLOST recreation funds and any excess to be raised privately. "The County's portion is not to exceed 2.5 million," Grant read as he summarized the motion.
Commissioners and residents debated the scope and fiscal prudence of the plan. Opponents emphasized uncertain site costs, omitted systems (restrooms, ventilation, sound), long-term maintenance obligations and possible conflicts of interest because of booking priority for a private association under existing policy language. Supporters said covered space is a quality-of-life amenity for residents who participate in rodeo and equestrian events and proposed a capped county exposure as a compromise.
On a voice vote the motion to approve the $2.5 million cap and the broader roof-plus-apron plan failed. After that defeat, the board approved a narrower motion directing county staff to prepare a concept plan and cost estimate for a roof-only option to be applied to the existing arena structure, and to report back at a work session.
The board did not commit county funds for construction at the meeting; commissioners asked staff to return with a clearer scope, cost estimate and options for phasing before any appropriation.
