Budget committee adopts small HUD award adjustment to 2025 budget

The Minneapolis Budget Committee on June 16 adopted a resolution amending the city's 2025 consolidated action plan to reflect actual awards from the U.S. Department of Housing and Urban Development.
Matt Bower, Finance and Property Services, told the panel the amendment "the net change in the budget is about $35,000 in increase" and described modest increases to the Community Development Block Grant and the HOME Investment Partnerships grant, offset by small decreases to the Emergency Solutions Grant and the Housing Opportunities for Persons With AIDS grant. He said adjustments will be applied to specific program lines in Schedule 4 in accordance with HUD programmatic requirements.
Deputy City Attorney Abelson said the city attorney's office is reviewing federal assurance language and other grant terms and that staff will return with adjustments if the review finds any required changes. Committee members pressed staff on exposure if the city cannot agree to grant terms; Bower said the consolidated programs affected amount to about $17 million in the budget and that significant disagreements would be managed through an internal review process and returned to Council with recommendations.
Chair Aisha Chughtai moved approval; after no further discussion the committee voted in favor and the motion carried.
The committee took the action so departments can plan with a settled schedule of award amounts; staff said final contract terms remain subject to legal review and HUD approval.
