Commission approves overflow parking at 53 Alma Lane, staff says wetlands protected

The Town of East Hartford Planning & Zoning and Wetlands Commission on May 13 approved an application by KAD East Hartford Realty LLC to formalize overflow parking at 53 Alma Lane.
The applicant’s attorney, Dory Reiser of Kahan Karinsky Capicella, told the commission the site had been used for bus storage and that a wetland delineation by Thomas Petrus (2017) showed the proposed work avoids direct impacts. “The site plan … does not have any direct impacts on wetlands,” Reiser said.
For the record, engineer Brian Panicle of Coal Civil Survey described a stormwater basin placed in the southwest corner to capture runoff from the lot and limit discharge to the wetland. “So there will be no runoff from this site ever making its way directly to the wetland,” Panicle said, and added the basin was sized to provide 150% of the water-quality volume required under the 2024 stormwater quality manual.
Staff recommended approval after reviewing revised plans and noting no appeal had been filed; staff also said a Planning & Zoning permit will be required. The commission approved the application with the five standard conditions recommended by staff.
The approval obliges the applicant to meet the standard erosion-control and permitting conditions in the commission’s motion and to secure any other required permits before construction. The applicant said it will follow up with planning-and-zoning permit filings.
