Board approves superintendent's strong evaluation and one-year contract extension with 1.5% raise

The Midland Public Schools board completed a personnel review and contract action for Superintendent Penny at its Dec. 15 meeting.
The board moved into closed session under MCL 15.268 Sec. 8A to consider Penny's personnel evaluation and then returned to open session to take action. In open session trustees reported the summative evaluation scores across categories (governance and board relations: 3; community relations: 3; staff relations: 2.85; business and finance: 3; instructional leadership: 3), yielding an overall rating of 2.98 out of 3.0.
Following the evaluation approval, the board considered a one-year extension of the superintendent's contract. The proposed amendment adjusted the salary schedule with a 1.5% increase in base salary through June 30, 2030. The board moved and approved both the evaluation acceptance and the contract extension by voice vote; trustees expressed appreciation for the superintendent's work on strategic planning and district outcomes.
The superintendent offered brief remarks of thanks and credited district staff and administrators for the team's accomplishments.
The motions and outcomes were recorded in open session after the closed review; the board will post the rubric and evaluation summary on the district website per normal practice.
