Council approves utility-relocation contracts for dam project and authorizes $100,000 consultant agreement for water work

Councilors approved multiple agreements on Jan. 26 to support the Upper Black Bear Creek Rehabilitation Project (Dam No. 62) and related infrastructure work.
The council authorized the city manager to finalize reimbursement and utility-relocation agreements with the Oklahoma Conservation Commission and the Noble County Conservation District, covering relocation costs for rural water, sewer, gas and other impacted utilities. Staff said the state and district committed to reimburse relocation costs; agreements were approved contingent on final reimbursement language.
Council also authorized a consulting agreement with Will Sheets for inspection and consulting services on the water-main killouts and service reconnection project with a not-to-exceed amount of $100,000. Staff explained the consultant’s inspection work is budgeted into the project and argued on-site inspection reduces downstream rework and costs.
In executive-session business, council authorized the city manager to negotiate and sign a purchase and development agreement with Heritage Homes for residential lots, per terms agreed in executive session.
Several routine municipal-authority and facilities-authority consent items were also approved before adjournment.
