Rochester’s Common Council unanimously approved the preliminary plat for Creek View Meadows Phase 3 on April 7, 2025, clearing the way for 25 single‑family lots on roughly eight acres in an R1 zoning district.
Desmond McGill of the Community Development Department summarized staff analysis and noted the GDP for the overall Creek View development was approved in 2020; the third phase includes lot sizes generally about 70 by 120 feet and is the third phase of a larger, multi‑phase development. McGill said the planning and zoning commission recommended approval at its March 12 meeting.
Bill Twit of WC Engineering, representing the developer (identified in the packet as Creekfield Meadows/Creek View Meadows owner), said work on the overall site reduced wetland impacts from about 1.5 acres to less than a half acre and that a traffic study approved by the county recommended roadway improvements including a left‑turn lane on 20th Street.
No members of the public testified during the hearing. After council discussion, a motion to approve the preliminary plat with three staff conditions was made, seconded and carried unanimously.
Staff will proceed with final‑plat requirements and conditions listed in the council packet.
