Council weighs pollinator-recognition program while keeping lawn-height enforcement limits

City staff presented proposed revisions to Chapter 125 (lawn heights) and Chapter 141 (adjoining right-of-way maintenance), including a pollinator-habitat recognition program that would allow intentional native-plant gardens to exceed usual turf-height limits provided they meet design, buffer and maintenance standards.
Assistant Director Jonathan Naggelwood described a recognition application and an operational plan to create a register or map of properties enrolled as pollinator gardens to help code enforcement distinguish intentional plantings from neglect.
City arborist David Wigglesworth and public-works staff emphasized that recognitions must be paired with clear boundaries and maintenance expectations so that rights-of-way and pedestrian safety are preserved. Wigglesworth recommended intentional, mulched or gravel-bed plantings and a public education component that could include signage and QR-code links explaining plant selection and seasonal care.
Council members pressed for a 12-inch turf threshold to remain in force for ordinary lawns and asked that right-of-way buffers be explicit. Several councilmembers also raised concerns about high turnover in rental properties and the need to ensure pollinator plantings are maintained year-round, not only during the growing season.
Staff will continue to refine ordinance language, work with community committees (B City and Committee for the Better Environment) on a recognition program and return with operational details to ensure the code remains enforceable and clear to residents and enforcement staff.
