Tooele County Council on Feb. 17 approved an award of the county's first annual road overlay project to Kilgore Construction and heard that the low responsible bidder came in above the original engineering estimate. Jed, Public Works staff, said the project includes eight roads in the valley—Middle Canyon, North Willow, South Willow, Burmeister, Hardy Road, Center Street, Erda Way and Stansbury Island south to the railroad—totaling just over 10 miles.
Jed said the overlay project was budgeted during the county's budgeting process but the low bid exceeded that budget. He told the council he plans to return next month with a proposed budget adjustment drawing from planned fund balance to cover the difference. Staff said the county intentionally bid early to attract contractors and received nine vendor responses.
Council discussion clarified that some sections of Erda Way are covered by a separate grant and that shoulder repairs will be done only where needed. Councilman Hoffman moved to award the contract to Kilgore Construction; Councilman Stroberg seconded and the motion carried unanimously.
The transcript includes garbled numeric values for the engineering estimate and the low bid; the exact bid amount was not clearly recorded in the meeting transcript and is therefore not specified here. Staff indicated the county has about $10 million planned in a fund balance for resurfacing over multiple years and intends to take roughly $2'$2.5 million per year for phased resurfacing.
