The Meadow Town Planning & Zoning Commission voted unanimously to approve multiple draft ordinances and recommend them to the town council for a public hearing, the commission said. The motion, made by Committee member (S3) and seconded by Chair (S2), included specific edits addressing public comments and code references.
Commissioners said the public comments they reviewed were largely grammatical and procedural; one public suggestion prompted a decision to remove an attached checklist from the ordinance text because the checklist is intended as a convenience document rather than a legally binding part of the ordinance, Chair (S2) said. Commissioners agreed to replace certain map references with descriptive language where a public map is not available and to add explicit citations to the Meadow town code where the draft references development standards (S2).
A notable change approved in the meeting was removing the word 'townhome' (and related phrases such as 'townhome development') from the ordinance draft after staff and members checked Meadow's permitted‑uses tables and found the term is not listed as a permitted use in the relevant residential or commercial zoning charts. Staff member (S4) explained that the permitted‑uses chart (chapter 8, section 8.3/8.3.5) did not include 'townhome,' and commissioners concluded deleting the word would avoid implying a use not authorized in the code.
The commission also discussed a provision (noted in the draft as 1097H) that had been revised from 'shall' to 'may' concerning attorney review. Public comment recommended restoring 'shall' to ensure legal review; commissioners debated the point and confirmed in the meeting record that the language will remain 'may.' Committee member (S3) told the panel the group could approve the drafts with those changes and still meet the 10‑day window to prepare the materials for the town council's public hearing.
Committee member (S3) moved to accept the ordinances with the edits described in the meeting; Chair (S2) seconded the motion. The commission voted unanimously in favor and directed staff to forward the revised package to the town council and to prepare it for the upcoming public‑hearing timeline.
The commission's action is a recommendation; final adoption of any ordinance rests with the town council at its public hearing. The commission also agreed to supply the precise code citations and to remove convenience material from the ordinance text before sending the package to the council.
The commission closed the item and proceeded to other agenda business.
