Building committee approves hazmat monitoring, land appraisal and multiple change orders for school projects

The Warwick Building Committee voted to approve a series of construction-related contracts and change orders Tuesday, including hazardous-materials monitoring for the Drum Rock demolition and a rebid land appraisal required to proceed with a federally funded playground land swap at the Togate site.
The meeting record shows the committee approved Bid 25-14 for hazmat monitoring, awarding the work to ECM for $7,950. Staff said state rules require a hazmat monitor during abatement work and that ECM was both the low bidder and also performing related survey work, which should streamline the process. “The state requires us to have a Hazmat monitor during the Hazmat abatement process for the Drum Rock building,” staff said when presenting the item.
Separately, the committee approved awarding Bid 25-13 for land appraisal services to BBG at $9,500 after a rebid. Staff explained the appraisal is required by the state program tied to federal playground funding and is a condition for a land swap that would move an acre from the Togate parcel to another location in the city.
Committee members also approved multiple change orders across several projects, including a grouped PCO for window knee-wall repairs ($1,748), a Wallock Neck elevator site cap addition ($2,920), a $1,500 credit for a pipe-material change, a small numeric-correction PCO ($144), four additional fire-alarm devices requested at final inspection ($4,541), and a $7,595 change order for repairs and insulation work at Oakland Beach following a pipe burst.
The consent agenda included progress payments and final invoices: Wood mechanical renovation ($151,953), Pilgrim preconstruction services (final precon application approved), Warock Neck elevator-site payment, PA system headend replacement and multiple consultant progress payments (Sosan Associates; Steven Turner commissioning services; WB Mason shelving installation), all of which passed on committee motions and voice votes.
What happens next: staff will proceed with contract execution and project scheduling for the awarded work. Several members asked follow-up scheduling and staging questions for Drum Rock and other sites to ensure equipment and parking needs are handled before work begins.
