El Ricky owner tells council restaurant will open in about two months

At a consent-calendar hearing on Feb. 23, Jose Burrito, identified as the property and business owner of Modern Vegan Cuisine LLC (DBA El Ricky), told the Bellflower City Council that cash-flow constraints had slowed his restaurant's opening but that he expects to open “probably like two months at the most.”
Burrito said his family initially contemplated selling the property but has decided to proceed and open the restaurant; he confirmed the business has applied for required licenses and will provide a menu for council review. When asked directly if the business was for sale, Burrito replied, “No, no, no. We'll... move forward and open.”
Council member Coops had pulled item 15D from the consent calendar to ask the owner for an update; the council later moved and approved the consent calendar with recusals noted on specific items. Council members also asked about encroachment permits and whether beer-and-wine licensing was in place; Burrito said the licenses are in process and he is preparing for opening.
The council did not take additional regulatory action on the restaurant at this meeting beyond the pulled-item discussion; the consent calendar motion passed on roll call.
