At the July 16 Fairfield County Board of Trustees meeting, Mr Sammy Taylor presented an LED lighting proposal to trustees and community members, describing potential cost savings and warranty terms.
Taylor said his Columbia-based, Black-owned company has worked in LED lighting for about 12 years and described school retrofits as improving learning environments while saving the district money. He estimated districts could reduce lighting costs "by anywhere from 40 to 60%," and said the South Carolina Energy Office offers funds for school districts to install lights so initial costs are offset by future monthly savings that pay back the upfront assistance. "To me that sounds like a pretty good deal because there's nothing out of your pocket," he said.
Taylor described warranties and expected lifetimes for LED fixtures — he said his company offers two-year service guarantees and that fixtures typically have a 10–15 year lifetime; replacement or service would be provided under warranty for the early years. Trustees asked no substantive procurement questions during the presentation recorded in the transcript, and no action or procurement decision was taken at the meeting.
