CSCU Board of Regents approves three tentative collective bargaining agreements

The Connecticut State Colleges and Universities (CSCU) Board of Regents approved three tentative collective bargaining agreements during a special virtual meeting that reconvened after an executive session.
Interim Chancellor John Maduco told the board that “the tentative agreements before you today reflect a great deal of diligence, professionalism, and good faith on the part of both our labor partners and our management teams.” He thanked negotiators on both sides for reaching the tentative deals.
Labor counsel Chris Angler and Marilyn Albrecht, the system director of labor relations, said the board was being asked to adopt three tentative agreements that have already been ratified by their respective union memberships. Angler summarized the compensation framework: a 2.5% general wage increase plus step movement or its equivalent, with the step movement varying by bargaining unit’s language.
Karen Buffkin read the resolution into the record, citing statutory authority and listing the three agreements: the State University Organization of Administrative Faculty (AFSCME Council 2 local 2836) covering 07/01/2025–06/30/2029 (ratified 04/02/2026); the Charter Oak State College professional bargaining unit (AFSCME local 1214) covering 07/01/2025–06/30/2029 (ratified 03/27/2026); and AFSCME local 2480 council 4 covering select CT State campuses for the same period (ratified 04/02/2026). The resolution authorizes Interim Chancellor John Maduco to execute the agreements and any necessary amendments on behalf of the board, but notes the adoption is subject to review by the Connecticut General Assembly.
A regent moved to adopt the resolution, the motion was seconded, and the board voted in favor; the chair announced that the motion carried and the agreements were approved, subject to the statutory review process. The board also scheduled a second special meeting to continue work on ongoing negotiations and asked staff to publish electronic notice; the time proposed was Friday morning at 8:30 a.m.
No votes were taken during the executive session; the votes recorded publicly at the reconvened meeting were voice votes to adopt the agenda, to move into executive session, and to adopt the resolution approving the three tentative agreements. The meeting adjourned after those actions.
The agreements’ central financial terms, listed ratification dates, coverage periods, and the board’s authorization for the interim chancellor to execute the contracts are all recorded in the resolution adopted by the board and incorporated into the public record of the special meeting.
