Board member Mr. Moon said he would support the measure and pressed staff to provide clearer budget and calendar implications for future years. Several members emphasized that Individualized Program (IP) teams should retain the authority to make placement decisions for students with special needs, and the adopted motion clarifies that student placement decisions remain the responsibility of those school-based teams rather than being centrally mandated.
