Clear Creek ISD superintendent lays out academic goals and staff pay increases at convocation

Superintendent Dr. Karen Engel told more than a thousand staff and guests at the Clear Creek ISD convocation that the district will pursue three measurable goals in the coming year: an overall Texas Education Agency accountability rating of 85 or higher, 90% positive responses on a district high-quality education survey and a 95% attendance rate for students and staff.
Dr. Engel framed the goals as part of the district’s "Clear to Beyond" strategic plan and credited facilities, maintenance, Child Nutrition and technology teams with readying campuses for the start of classes — work she said continued during and immediately after Hurricane Beryl. "Whatever it takes" she said, thanking operations teams who responded to damage and reopened schools quickly.
The superintendent also summarized recent board actions on compensation: "Our Board of Trustees unanimously approved a 4% raise for hourly employees and a 3% raise for exempt employees," she said, and announced a market adjustment to stipends and an increased monthly district contribution toward employee health-care costs. Dr. Engel characterized those steps as part of the district’s effort to address an area that did not show gains last year: compensation.
On professional development, Dr. Engel urged teachers to pursue National Board Certification, noting that certified teachers qualify for at least $3,000 from the state Teacher Incentive Allotment and that Clear Creek ISD will provide an additional $3,000 stipend for the life of the certificate. She said the Clear Creek Education Foundation will reimburse teachers for certification coursework and that the district will provide mentors and dedicated work time to support candidates.
Dr. Engel also highlighted progress the district has reported in early literacy and a large increase in college, career and military readiness among graduates, and she called for continued partnership with local elected officials, business leaders and higher-education institutions to expand STEM and career pathways.
The convocation concluded with the Board of Trustees president and district leaders thanking teachers, staff and community partners for the district’s collaborative work; Dr. Engel closed by reiterating the three-year strategic vision and the measurable goals for the 2024–25 school year.
