Commissioners discussed examples of bill-adjustment claims—leaking toilets, water-main breaks and greenhouse winter usage—and debated whether the tax collector should retain wide discretion or whether a material dollar threshold should be set for board review.
One commissioner suggested raising the current informal threshold (historically around $1,000) to $5,000 or $10,000 and asked the tax collector to report counts of prior adjustments by size (e.g., >$2,000, >$5,000, >$10,000). Commissioners said they would accept a policy if the tax collector's office continues to vet requests but recommended periodic reporting to the board to ensure oversight.
The WPCA voted unanimously to postpone action and asked staff to return with data from the tax collector’s office and any clarifying edits to specific policy language (for example, how greenhouse nursery winter adjustments are calculated). The item will be revisited at a future meeting with that additional data.
