EDA authorizes RFQ to solicit legal services for 2027 and beyond

City staff told the Economic Development Authority that the current legal professional service agreement had expired and recommended soliciting proposals for counsel for 2027 and beyond. Janice Gunlock said the EDA last sought proposals in 2018 and proposed a selection process that includes an EDA member to help score proposals and a weighted scoring rubric. Staff proposed a July 1 deadline to gather preliminary cost estimates for inclusion in the 2027 budget.
Member Strahan moved to proceed as presented and member Bauer seconded; council approved the release of the RFQ by unanimous voice vote. Staff noted they intend to directly invite likely firms because attorneys with EDA experience are a small pool.
