Items moved to the consent calendar included a set of Senate and House bills (for example: SB 519, SB 520, SB 523 and House bills 5572, 5573, 5574, 5576, 5577, 5579, 5580, 5582, 5583 as listed by the clerk in the transcript). The clerk read the consent calendar and called the roll; the transcript records members answering yes and no on multiple items and shows the chair then recessing the committee with votes to remain open until 3:00 p.m. for members who were not present at the time of the roll-call.
The chair emphasized logistical arrangements for votes after the meeting and said the committee would announce the time to close the open votes. Members who objected to moving particular items onto the consent calendar—Representative Carney, among others—used the record to register opposition while allowing the majority to proceed. Several items that received little or no debate were grouped on the consent calendar to move efficiently through committee business.
