Planning board grants two-year start-extension to Martell School Apartments phase 1

The Lewiston Planning Board voted on Sept. 25 to grant a two-year extension of the development review approval for phase 1 of the Martell School Apartments at 860 Lisbon Street, moving the deadline to start construction from Sept. 25, 2025 to Sept. 25, 2027.
Pen Lindsay, director of development for the Lewiston Housing Authority, told the board the authority is going out to bid and expects to close and begin construction before the end of the year; staffing changes on the project prompted the request for extra time to ensure momentum. Staff explained the zoning code permits one two-year extension to begin work and that the extension is limited to the start of construction; work does not need to be complete by the extension date.
The board adopted the requested extension on a roll call vote with a single no vote recorded from Michael Marott. The board noted the extension keeps the project on track to move into construction and asked staff to include the extension action in the record.
