Staff outlines best practices for outside-agency partnerships; recommends Council direct policy development

City staff presented a formal overview of "financial partnerships," describing outside agencies as nonprofit organizations that extend city services through contracts and recommended steps to formalize those relationships.

Staff told the council that such partnerships must be authorized by state statute and serve a public purpose, and that pre-audit certification and competitive processes are typical financial controls. The presentation listed benefits (shared resources, cost-effectiveness, and specialized skills) and best practices: clear governance, simple agreements, reporting and accountability, and separate voting to allow recusal for conflicts of interest as advised by the UNC School of Government.

As next steps, staff recommended Council review sample policies, decide priorities to guide allocations (for example, housing or food insecurity), direct the City Manager to establish a policy, and define objective criteria including nonprofit designation, funding limits, request frequency, performance measures, reporting requirements and evaluation procedures.

City Manager Jon Rorie recommended that Council consider an outside-agency funding cap for next year (he suggested $160,000) to provide predictable guidance; Council did not record a formal vote on adopting a cap during the work session.
