At their January meeting the Albemarle County Board of Supervisors heard a VDOT quarterly briefing and took three operational votes: conveying a small parcel of county right‑of‑way to VDOT for a roundabout, approving a development‑grant resolution tied to an economic development agreement, and granting a special use permit for expanded outdoor display at a car dealership on Hilton Heights Road.
Carrie Shepherd, VDOT resident engineer, summarized progress on county projects: the re‑advertised Route 29 shared use path (expect award this month), the I‑64/Exit 107 Park‑and‑Ride advertisement, right‑of‑way progress on a connector road, ongoing roundabout construction and bridge replacements, and rural rustic paving efforts. Supervisors asked about right‑of‑way negotiations for Route 250 corridor work and about timing and truck turning improvements at Fontaine Avenue and Route 29. Shepherd said several property owners remain to be negotiated and that condemnation is an option if agreements cannot be reached.
The board approved staff’s recommendation to convey county right‑of‑way and temporary construction easements for a roundabout at 5th Street Extended and Old Lynchburg Road to VDOT. Planning Director Michael Barnes said the conveyance reduces project cost and supports the county’s prior smart‑scale application.
In separate action taken after closed session, the board approved a resolution authorizing a development grant agreement among the County, the Economic Development Authority and Southern Development Group, Inc. That resolution and related appointments to community advisory committees carried on unanimous roll calls.
The board also approved SP20253, a special‑use permit for Flow Automotive (a retail dealer) to expand an outdoor display area on Hilton Heights Road. The applicant, Justin Shimp of Shimp Engineering, said the property purchase from VDOT allowed additional display space and that the project meets entrance‑corridor landscaping and ARB conditions. The board’s motion to approve included required landscaping, underground stormwater detention, and conditions to avoid utility easement conflicts.
These votes reflect a mix of transportation coordination, small commercial development and targeted economic development support as the county balances infrastructure priorities with local business needs.
