Paulding County tax assessors approve conservation-use covenant termination, refund and multiple digest changes

The Paulding County Board of Tax Assessors approved a series of routine but consequential tax-administration actions at its March 11, 2026 meeting at the Watson Government Complex in Dallas.
The board voted unanimously to terminate a conservation-use covenant for Diane and Stephen Smith (Account 44439), which covers 12.24 acres, under the statutory release provision of O.C.G.A. § 48-5-7.4(n)(3). Deputy-Chief Appraiser Kim Scott presented the request; Member Lydia Rollins moved to approve and Vice-Chairman Ben Amerson seconded. All board members voted in favor.
The board also approved a refund recommendation for Jessica Freeman (Account 53335) covering tax years 2023–2025. Scott presented the staff recommendation; Member Gary Griswell moved to approve the refund and Member Gary Spinks seconded. The vote was unanimous.
Audit results for personal property accounts, including Pinnacle Orthopedics & Sports Med (P30791) and Vascular Surgical Associates, Inc. (P25133), were presented along with 45-Day Change of Assessment notices. The board approved the audit outcomes and the issuance of the change notices after a motion from Griswell and a second from Vice-Chairman Amerson.
Members approved a package of digest change requests (E&R/NOD) for both real estate and personal property accounts. Real property approvals cited in the minutes include Jessica R. Freeman (Account 53335), Edwin Mullins (6672) and Theodis & Adriauna Potts (89837). Personal property approvals listed in the minutes include Dix, Donnetta; Hensley, Tammy; IN2H20, LLC; Isley, Kayla; Pinnacle Orthopedics & Sports Med; Pleake, Mary; TECO Med, Inc.; Vascular Surgical Associates, Inc.; and Young, Mitchell. Member Gary Spinks moved to accept staff recommendations on the listed E&R/NODs; Member Lydia Rollins seconded and the board voted unanimously.
The board reviewed and approved the 2025 appeal hearing summary and digest-impact figures for inclusion in the county's 2025 digest submission to the Georgia Department of Revenue. Key figures recorded in the minutes include a total real parcel count of 83,144, a total real property gross digest of $26,888,409,098, 4,537 parcels under appeal and an estimated tax loss due to appeals of $60,815.07. Chairman Johnny McBurrows moved to approve the summary for submission; Member Lydia Rollins seconded and the motion carried unanimously.
Chairman McBurrows made a motion to adjourn the meeting; Member Gary Griswell seconded. The motion carried and Board Secretary Deanna Morrison signed the minutes.
The actions taken affect specific taxpayer accounts and will be reflected in the county's digest records and notices to affected taxpayers; no contested or split votes were recorded in the minutes.
